Draw verification

Every draw is recorded in an append-only log at the moment it is made. We publish the random seed, the number of entries and a SHA-256 hash of the full entry list, so the result can be checked independently: take SHA-256 of the seed, read its first 16 hex characters as a number, and take that modulo the entry count to get the winning position in the entry list.
